Pentagon Plans Presidential Communications Network That Can Survive Nuclear Attack

The Nuclear Weapons Effects National Enterprise report details a new plan.

A high-altitude electromagnetic pulse (HEMP) attack potentially could disrupt or damage electronic systems over much of the United States as revealed in a hearing of the House Armed Services Committee in July 2008. And if this plan is implemented, then why would a cyber bill effectively shut down the remainder of the Internet? A plan in place would ensure that critical communications would continue. There is no need to shut down private, civilian networks, unless the intent is cut off debate, disagreement, and discussion.
