This is Hunter's get out of the city, which he usually enjoys because of the excitement, to the pastoral country air. It is actually a love song and how he has successfully settled down by moving up in the world along with observations about his neighbors. The play on words is that it is not the President's White House but it belongs to Ian and Trudi in domestic bliss. Wally, the beaver in the song is real. When they occupied their house the beaver moved downstream. The song is based on his actual rural life and would not be out of place with The Traveling Wilburys or The Band.
